Special Briefing
Update of Rail Search of China
1, noted that following

previous briefing there had been some misunderstanding as to
why his ma:p showing the rail search of China over a period of
time did no't appear to agree with other statistics compiled on
the search ~af Communist China, wished it
understood that uses only KH-4, that he accepts
only photography which is good enough to identify the presence
of a possible missile site, and. that the photography used must
co er an area

2. In showing his vugraph, advised that
it was updated as of Mission 1106 and coverage showed much
improvement in the last six months. The red areas were those
where no photography had been obtained which met the stringent
criterion outlined above. It was noted, however, that none of the
red or uncovered area fell within those shaded areas considered by
OSR most likely for MRBM missile deployment. (A copy of the
map is attached at Tab D. )
3. In further ex lanation of the stringent requirements
under which he works, confirmed that when objects of
interest arE; seen, it is the normal practice to bring them to the
attention of the appropriate PI. So long as it is not an MRBM site,

pertinent to the introduction of Chinese forces into North
Vietnam (see COMOR-D-25/207, 4 March 1966), The
nurriber of LOC priority targets in South China and North
Vietnam remains at 0 For the period 6-12 March 1969,
surveillance coverage was reported on two priority targets
in Tlorth Vietnam. The specific targets are identified by
underlining in Tab A,
b, Coverage of North Vietnam to detect the
possible introduction or deployment of offensive missile
sysi;ems (see COMOR-D-25/200, 23 May 1967, and
COMIREX-D-25, 3/2, 20 November 1967) is shown on the
grid. map at Tab B for the period 27 February -
5 March 1969. Two BUMPY ACTION missions flown during
this time period and cansidered successful have not been
reported, There were no GIANT SCALE missions flown

6, reported that for the 56-day
period be?;inning 16 January 1969 eight GLASS LAMP
missions were flown over Cuba and provided 77. 4 percent
coverage of the area. During this period of the
targets in Cuba were covered completely on c oud-free photo-
graphy, n~~t including the three most recent missions flown on
8, 10, and 12 March.

1. The Chairman referred to his draft memorandum
of 8 March addressed to the United States Intelligence Board,
forwarded b~T him to the Director of Central Intelligence on 10 March,
and noted that his original plans for an orderly
submission of a review of photo reconnaissance targets for
Communist china had been overtaken by events. Specifically,
a suggestion that two SAWRF targets in the vicinity of Cheng Chou
be covered by a U-2R mission had been
on 11 March.

2. Replying to a question from the Department of State
member, described the present charge as the need
to provide a justi ication for a particular mission targeted against
the two SAW:R.Fs in the Gheng Chou area, not just any mission over
Communist ('hina or any mission designed specifically to develop
information on the SAWRF program. The Chairman also advised
COMIREX tk~at, as it was planned to fl 25X1A
and E LINT System 17 B on the :mission, along with the Delta
configuration camera, he had consulted Chairman, SORS, 25X1A
as to requirements, as indicated in OPGEN The NSA member 25X1
expressed his opinion that information of interest to SORS should be
gained from the mission but it would not be possible to justify the
mission onl lalone.
3. The general consensus of other members was that the
Chairman had made a reasonable, objective, and well-balanced
evaluation of the pros and cons of the proposed mission and they
would concur that the memorandum should be forwarded as written.
While agreed to go along with this, he noted that in all

conscience he could not put forth an argument supporting the
coverage of these particular targets at this time; so far there
has been no evidence that the SAWRFs pose any identifiable
threat to th~~ U. 5. The Acting Army member agreed that the
paper be forwarded while requesting that it be made a matter
of record that North Korea is a priority target which should be
covered by the U-2R if additional missions are to be considered.
4. The Chairman reminded members that he still
considers ii: important that COMIREX review the general problem
of a continuing program on China, as discussed at several recent
meetings.

Resource Information Re ort, Second Quarter FY 1969
5. At the invitation of the Chairman,
presented

vugraphs of each of the figures attached to his resource information
report. The Chairman, DBWG, noted the difficulties involved
in compilin?; a report of this sort. He observed that pertinent
statistics were subject to wide differences in methods of computation
by different organizations. reported that after considerable 25X1A
study of these problems he had elected to accommodate differences
by using apF~lied manhour figures for imagery interpretation rather
than attempt: to estimate the total manpower involved. 25X1A
emphasized that in using the term "applied manhours" he had tried
only to measure the quantitative effort applied to the principal PI
tasks and hard made absolutely no attempt to measure administration,
management;, and other inputs. This manpower input is undoubtedly
canside.rablE~, probably roughly comparable to that portion of the
iceberg below water.
6. The Chairman noted that he considered the report
to be very useful and a good start on how to compile information
in this aren~i. For example, the percentage of time spent on Phase II
reporting of airborne reconnaissance missions raised a question as
to whether an effort such as this might not be using an excessive
amount of effort that could otherwise be applied to Phase III. Without

replying directly, observed that there are obviously
some distortions in the figures citing as an example the fact that
the production of boards for presentations are charged to Phase II--
it should also be noted that no provision is made for manhours
applied to direct support reporting to Phase III. The DIA member
indicated thz~t the data presentations were :most useful and could
eventually provide the basis for better statements of requirements
fo:r exploitation in light of the costs entailed. He also commented
that, in isolation, some of the data could be .misleading. Specifically,
he cited the many actions undertaken by NPIC in the first- and second-
phase exploitation of Southeast Asia imagery which are not reflected
under "reports produced" or "targets reported". Briefing boards
are prepared, comments are issued, and the data bases
modified as appropriate. All these actions are considered to be
extremely valuable and beneficial to the DoD, yet are not listed as
positive accomplishments in the resource information file. In
conclusion, the Chairman approved inclusion of the information
provided in ishe COMIREX resource information report for the
second quarter FY 1969 in the Resource Information File. He
advised that apart from this use the information compiled by
wauld not be published as a COMIREX document. The statistics
provided could be retained by members with the understanding that
they were for their personal information, to be accepted and con-
sidered in the light of the briefing provided by the Chairman, DBWG,
and such additional elucidation as might have emerged from questions
asked during; the course of the briefing. The Chairman observed
that statistics of this sort would most probably not be thoroughly
meaningful until they had been assembled over a period of time and
could then provide some reasonable basis for comparison. He asked,
therefore, that the statistics be continued on a quarterly basis.

1. Although the draft paper on planning for exploitation
of reconna'~ssance imagery precipitated a fairly broad spectrum of
questions, the following is a summary of some points of particular
pertinence to the redraft which is to be prepared in the Office of
the Chairrrian, COMIREX, and submitted for further consideration
on 20 March.
a. Change the title to make it clear that the
paper deals with "planning factors" and is not intended
to be a "program".
b. In addition to removin NRO as an addressee,
previously requested by NPIC is to be
rerrioved also. This would insure that the paper is intended
for the information of COMIREX with such follow through
and implementation as falls under the sphere of responsibility
of nnembers, subcommittees, and working groups.
c. The first two paragraphs of the paper should
be recast to emphasize its planning aspects and to give
full recognition to the difficulty of extrapolation five years
hen~~e. It was noted that although the paper will be revised
each year it may be necessary to provide those responsible
for forecasting personnel and equipment needs in the
exploitation field with change figures on a more frequent basis.
