Coverage of Lines of Communications (LOC) pertinent to the introduction of Chinese forces into North Vietnam (see COMOR-D-25/207, 4 March 1966). The number of LOC priority targets in South China and North Vietnam remains at 143. For the period 29 August-4 September, no surveillance coverage was reported. b. Coverage of North Vietnam to detect the possible introduction or deployment of offensive missile systems (see COMOR-D-25/200, 23 May 1967 and COMIREX-D-25. 3/2, 20 November 1967) is shown on the grid map at Tab B for the period 22-28 August. No SSM activity was observed. Extensive Logistics Activity, Dong Dang Area, North Vietnam. GIANT SCALE S047, 21 August 1968 revealed the following high level of logistics activity: (1) At least 350 vehicles are dispersed along Routes 113 and 4 within a five-nm radius of Dong Dang. The majority of these vehicles are contained within major concentrations: one concentration consists of approximately 70 trucks (two of which have large trailers attached) with at least 40 large, unidentified crates also observed. The three remaining concentrations consist of a total of at least 240 vehicles with nine large unidentified crates, and at least 70 small unidentified crates were also observed. (2) Portions of Route 4 are being realigned northwest of Dong Dang. (3) A newly observed Na Leng petroleum products storage area is located along Route 4 and consists of 15 large tanks in open excavations. (4) Two newly observed road-served, probable caves are located west southwest of Route 4. 25X1A 25X1A (5) A newly observed serviceable short rail spur with four locomotives extends southeast from the Hanoi/Ping Hsiang rail line. Regarding the priorities for Mission 1048 tabled a memorandum addressed to the Chairman, COMIREX w .i.c summarized DIA's concern that continued assignment of high priority to certain target categories is an inefficient and unacceptable method of complying with USIB guidance for KH-4 tasking. This memorandum is reproduced as Tab E. commented that intensive programming of deploying ICBM complexes on 1104 was expressed to him as a one-time requirement and unless really justified should not be considered valid for 1048. He agreed with that,unless overriding intelligence problems dictate,KH-4 missions should be employed primarily for search. He circulated working copies of a computer format which showed report titles, producing organization, due dates, man hours expended, production time limits, etc. He showed a sample of the computer product which was made possible by cooperation from IAS/CIA, the three military services, DIA, and NPIC. observed that if the contributing organizations kept on providing data it would soon be possible for COMIREX to have available in capsulated form an over view of the third-phase program. I I commented that this matter has been of concern to COMIREX for too long and that discussions are now emphasizing form and not substance. Consequently, he has arranged to explore underlying philosophy with the DIA and the CIA members and has arranged to do so on Friday, 6 September. reported that the members of EXSUBCOM were agreed on the form and its use and requested that COMIREX permit EXSUBCOM to use the form when preparing first- and second-phase readout requirements. I Icommented that he would prefer no use of the form until clarification of some of the issues can be accomplished. I I commented that he preferred that details such as items on the nomination form be worked out and thoroughly staffed by the subcommittees and not brought as problems to COMIREX. The Chairman endorsed this view and requested members to obtain detailed briefings from their subcommittee representatives so that their views could be incorporated in subcommittee deliberations in the future. Status Report on Target Delineation Format II 2. introduced of NPIC who has been designated as airman of a task force to look into establishing target delineation formats. I showed a sample graphic of a delineated target and described the elements that went into defining the target. In addition, he indicated that it would be practical to have target graphics prepared as a by- product of third-phase basic reporting. commented that the concept as proposed by appeared to be very useful but that he could not endorse it without getting further information as to the costs involved, the need that would be served, and the savings that can be expected.
