Reconnaissance Missions
1. I have approved your paper, subject as above,
with the proviso only that Admiral Taylor agrees.
Please proceed to carry out your recommendations in
paragraph 8.
2. I see no necessity, at this juncture, to
discuss the approach either at USIB or with the
Secretary of Defense. This would simply take time
which is valuable, and I see no reason why, as
Chairman of USIB and member of the NRO Executive
Committee, I do not have authority to ask for a
study such as you suggest.
