He enjoyed in partic ar a n?ellectual stimulation afforded
him. Only in one area did he make a suggestion which I wish to
pass on to you.
Both the State Department and CIA are vitally concerned
with the substantial role that-foreign publications play in the
support of the extensive research programs of the two agencies in
particular. As a matter of fact, the major responsibility for the
procurement of foreign publications through the facilities of the
Foreign Service is shared by CIA with the Department. This program
is of sufficient importance to merit, we believe, a formal presentation
during your-Mid-Career Course.
If you agree with this suggestion, we would be happy to
discuss with you the possibility of providing a speaker to deliver
a lecture of about an hour on this subject. We.hope to use this
opportunity to stress to all potential Foreign Service assignees
the importance of aggressive and educated field collection of
foreign publications.
We would appreciate your consideration of this
