1. The report is sued by the Science Foundation which you
asked us to comment on is considered by our Office of Scientific
Intelligence (OSI) to be a valuable compilation of data on its
subject. For your information, OSI reviewed the draft report and
commented on it prior to its publication. They have a slight dis-
agreement with the conclusions of the report but consider this un-
important when weighed against the data contained therein.
2. Regarding your query on reports concerning Communist
China's scientific manpower - at our request the Scientific Intel-
ligence Committee has approved release of a report on this subject
