Several observations and questions which occurred to me
during the ORD review:
3. Perhaps a little 'round work on getting additional
Agency work placed a ight be useful. Would you like 25X1
me to sound out TSD and COMMO on this? I presume that
counter-offers might be anticipated, but in any event a listing
of the assets and capabilities should be made to provide a basis
for discussion. Shall I lightly proceed?
4. The generalities which had to be invoked on many ORD
items indicated extreme softness to me considering that we are
now in the quarter being described. In general, programs ought
to be much harder a good twelve months in advance.
5. Some of the ORD items may be suitable for conducting
economic pay-off analyses. Because we have relatively good
data on program cost for IDEALIST and OXCART,
should be very simple to do and should show a remarkable

benefit providing one accepts the hopes on vulnerability.
Having a few studies like this in hand could make a substantial
impression on BoB people and might also be useful and interesting
to the DCI and Executive Director. Shall I get together with
Steve to see if we can identify a couple more and outline a
recommended approach to you?
6. In the area of over-all R&D coordination, OSP, OEL,
and probably OSA Project Officers need to be brought into the
coordinated scheme. I feel this might be easy to do in a year
or so with very initial participation primarily in the area of
observation. Does that seem to be about the right tempo?
