As you know, the countries and areas in which visits, travel, and assignment are considered to be a "hazardous activity" are listed in the appendix to DCID 1/20. The Compartmentation Sub- committee periodically submits recommended changes to the ap- pendix to the DCI SECOM. Subsequent to SECOM approval, the actual revision to the DCID is issued by the NFIB as a "Memorandum for Holders of DCID 1/20." 2. This process sometimes takes a matter of two to three months from the date of the Compartmentation Subcommittee recommendation to issuance of the NFIB memorandum. As there is usually a degree of urgency in adjusting the listing of "hazardous activities," earlier promulgation of these changes is recommended. S 3. The Compartmentation Subcommittee recommends that NFIB Secre- tariat agreement be obtained to enable future changes to the DCID 1/20 "hazardous activities" listing be promulgated under authority of the SECOM Chairman or (as a alternative recommendation) the Compartmentation Subcommittee. Specifically: a. Changes recommended by the Compartmentation Subcommittee would be sent to the SECOM Chairman. (Subcommittee members would coordinate recommendations with their SECOM principal prior to this step to insure agreement--dissenting minority Subcommittee views would be "footnoted.") b. SECOM Chairman would approve/reject recommended Subcom- mittee changes without placing the matter before the SECOM member- ship and without referral of the matter to the NFIB Secretariat. c. SECOM Chairman would notify the Compartmentation Subcom- mittee Chairman of the approval/rejection of the recommendations. The Compartmentation Subcommittee would then be responsible for forwarding an appropriate change to DCID 1/20 to the NFIB Secre- tariat and all holders of DCID 1/20. 4. It is emphasized that the above procedure would only be follow- ed with respect to changes to the DCID 1/20 "hazardous activities" ? USAF review completed.
