MEMORANDUM FOR THE UNITED STATES INTELLIGENCE BOARD
SUBJECT- Report on High-Level Coverage of Cuba
1. COMOR reports that in accordance with paragraph 1C of USIB-D-
41. 14/ 53 a review has been made of the coverage of Cuba for the 2 weeks
ending 25 September. The reporting periods, based on the BRASS KNOB
reports of the COMOR Working Group are 12-18 September (CWG-BK-43) and
19-25 September (CWG-BK-44).
During this period 12 BRASS KNOB missions were flown.
those scheduled for 20 and 21 September were cancelled because of
poor weather.
Area coverage in photography with 25 percent or less cloud
cover amounted to 53 percent in the first week and 51 percent in the
second week.
"Island coverage as feasible. " Of about COMDR targets,
were not covered in the first week; =were not covered in the
second. This sharp decline was caused by generally adverse
weather conditions.
"Coverage of highest priority targets" also declined. During
25X1
25X1
2. Weather has improved considerably since 25 September, and 2
missions were flown on the 27th. Mission results now available indicate
that only 4 of the highest priority targets were not covered during
the 7-day period 24-30 September, and area coverage for the period
now amounts to 54 percent. Weather prospects, although not ideal,
should permit selective acquisition during the next few days of areas
not covered.
