Noted the referenced report and the supplemental remarks and data which were provided orally by Mr. Reber on the general adequacy of the coverage (except over Artemisa). b. Noted, as reported by the Chairman, USIB, that he had brought to the attention of the Standing Group the apparent redeployment of surface to air (SAM) missile sites in Cuba from an area to a Point defense, and the this may mean the Soviets have made a judgment that total isIzind defense ybyyyu SAMs to protect against our observations of their missile installations is no longer in their program. If the SAMs are turned over to the Cubans in the near future, the SAMs may then no longer be under the restraint which has existed for the last year. This would pose a threat to the U-2 which might require consideration of various alternative measures.
