1. As indicated in reference c. , USIB took the following actions when
it last considered the subject requirements:
b. Concurred in the suggestion of the Chairman, USIB that Board
action on the COMOR recommendation in paragraph 6 of reference b. should
be deferred until General Carroll could obtain the views of the Joint Chiefs
of Staff (JCS) regarding operational use of the new vehicle for such intel-
ligence collection.
c. Noted the Chairman's view that, if the JCS agree with such
intelligence use, the COMOR paper regarding these requirements (reference
b.) should then be revised to recommend more positive action by the USIB,
2. A record of earlier Board consideration of and action on the subject
requirements is set forth in reference a. Reference d. contains General
Carroll's report, in response to 1. b. above, of the JCS views on this
matter.
