Attached hereto is the text of a telecon from the NRO
on the above subject. The Chairman called this to the attention of
the COMOR at its meeting of 1 August 1963 (see COMOR-M-189,
paragraph 17) at which time it was agreed that he should distribute
this for the information and reference of the members.

Film Processing Assignments
1. Recent review of production being assigned to photo-
graphic laboratories under NRO control indicates the amount of work
assigned to ZI contract facility in the month of June exceeded the
quantity planned under present contract arrangements.
2. To reorient the workload at ZI contract facility, the
following general guidelines will' apply:
a. Production of Priority 7 on Series 9000
missions will be the responsibility
b. IDEALIST missions identified b COMOR. as
being of strategic nature will be sent to ill process
original negative and produce Priority I through IV.
will produce the remaining priorities.
C. IDEALIST missions of tactical nature processed
in the theater will be sent direct for production of
all priorities not accomplished in the theater,
g. The above guidlines are provided for planning pur-
poses and are subject to change to provide most efficient utilization
of NRO facilities or upon recommendations of COMDR! DIA, and
