MEMORANDUM FOR The Chairman, United States Intelligence Board
SUBJECT. High Resolution Color Photographs
In planning reconnaissance missions over Cuba in the near future, there
may be an opportunity to obtain high resolution color photographs from the U-2
aircraft,
To successfully obtain such photographs, it is necessary that the color
film be exposed during the existence of the cool, dry, high pressure air
characteristic of the weather following a seasonal hurricane.
Toward this end a suitable "B" camera and a special supply of Eastman
color film will be held in readiness at Barksdale Ai:;:' Force Base awaiting
favorable weather conditions
It is not intended that this mission will be a substitute for rea;;ular black
and white mission but rather a supplement to ur? norr-,al effort,,
In the event this mission is successfully scheduled, the processro ; will
have to be accomplished in our classified laboratory at the Eastman Kodak
Company. For technical reasons this cannot be accomplished according to the
schedule presently applied to black and white missions. However, every effort
will be made to accomplish processing in the most expedient manner. Black
and white duplicates will be prepared for first phase interpretation. This will
be followed by full color duplicates at the earliest practicable date.
