Evaluation of the Adequacy of Satellite
Photography in Meeting USIB Requirements
1, COMOR met in special session to consider the
above subject at the request of the Acting Director of Central
Intelligence, it being understood that he wished to discuss this
subject at the Board meeting on 28 August and wished COMOR's
advice for that occasion, COMOR examined the problem and
concluded that the preparation of an adequate response to the
Acting Director's request could not be accomplished in time for
the Board meeting on 28 August. The Committee agreed that the
Chairman should advise the Acting Director of this conclusion
and that COMOR intended to prepare its views for Board consid-
eration at its meeting on 3 October. He was also asked to advise
that the agencies represented on COMOR will, as a matter of
course 'in preparation of a reply, consult fully with their analysts
and estimators as well as other users and that NPIC would like-
wise contribute to the paper.

2. The Committee agreed on the following in the pre-
paration of the paper for the Board:
a.. The Chairman to prepare a redraft of
the text of the paper, taking into account the suggestions
which had been submitted at the meeting;
b. The Working Group to prepare a tabular
presentation incorporating the draft tabulation which
had been. prepared by and the one sub-
mitted by choosing as targets for illustra-
tion and comment all of the ICBM targets and selections
from the other 8 categories now used in the target lists
(it. is suggested that the number of targets used in each
sample be roughly in the same proportion regardless of
the number of targets held in the category), and
c. to prepare.a descriptive
text which wouict convey to the layman some of the
vagaries and difficulties encountered by the PI in dealing
with coverage of the same target under different conditions,,
The Chairman requested that the members submit, either orally or
in writing, by the end of the week if possible any additional ideas
which came to them. In particular, he requested Mr, St. Cyr to
provide text on the use of the KH-4 coverage in the geodetic and
mapping program, this being apart from the question of ARGON
which is considered by COMOR to be a. separate problem. The
Chairman stated. his intention to make the next draft as full and
complete as possible allowing thereafter for compression or elimina-
tion as the Committee might desire.
