1. Attached for consideration of COMOR at its meeting on
3 September is a revised report on the above subject prepared by the
SIGINT Working Group. The Working Group sought to respond to the
Board's instructions as indicated in the references of the attachment.
2. TheSWG has had the benefit of the advice of the NRO in
these discussions.
