1. I wish to commend you and the authors of the subject assessment,
for a superb paper that clearly and simply
addresses the key issues in North Korea's behavior. You have, in our view,
seen the world from a North Korean perspective and looked ahead to the dangers
that one may well face.
2. Because I consider your publication an early warning contribution, I
encourage a very wide dissemination and also recommend a personal distribution
to senior commanders and intelligence officers in the Pacific theater. Well
