National Intelligence Council
I was most pleased that you would be interested in helping
us in our efforts to expand the understanding of warning
throughout the intelligence and operational communities. Over
the past year, my office has been working hard to expand the
concept of warning from the traditional military strategic and
tactical, to one which encompasses technological, economic, and
political aspects. This, we believe, is the only way we can get
early enough warning of harm for our decision and policy makers
to take action to avoid, or at least ameliorate, that harm. Our
major efforts are now focussed on the development of a national
warning training course which will be aimed at a number of levels
both within the intelligence community and the operational
community.
If you are interested, we would like to have you participate
both in the development of the course and perhaps in the actual
presentation of segments. If you can let us know of your plans
we would like to bring you to Washington in February or March to
first discuss in detail our syllabus and the area in which we
would like you to participate and, secondly, to conduct a half-
day symposium on warning to a small group of community warning
analysts.
I will be on the road much of January but my colleague,
or my secretary, would be
most happy to work with you on the schedule and other
arrangements.
