SUBJECT Indicators Methodology
1. Indicators methodology has been with the intelligence
community for many years and has manifested itself in a number of
systems, the most recent of which is the World-Wide Indicators
Monitoring System (WWIMS) managed by the Defense Intelligence
Agency. The work done by DIA has been prodigious; and with
responsibility delegated to the Commands, its potential to
provide warning is significant. As noted in the last I&W Working
Group meeting at DIA, there are several areas which continue to
need significant attention and on which the community is being
asked to help.
2. The first of these problems concerns the broadening of
the scope of the indicators and, more importantly, the
establishing of relationships among the various indicators. Here
the work of DI/OGI in political, economic, and instability
indicators should be built upon. Also the desire of NSA to
ensure that SIGINT provides a meaningful input is most important.
3. The second area which will help in the analysis of
indicators and, most particularly, in the drawing of relevant
inferences is the application of information handling technoloav.
4. Finally, improved training courses need to be developed,
particularly as the indicators methodology broadens and becomes
more sophisticated, transcending the traditional military
indicators.
5. To this end, this office is establishing a National
Indicators Methodologies Working Group. It is requested that you
nominate one staff officer to work with us on the foregoing
