McManis National Intelligence Officer for Warning : Videotape: Warning and the Decision Process 1. The letter at Attachment 1 is a response to the first videotape that we distributed to emphasize a key aspect of the warning process. 2. Attachment 2 is our reply to Col. Runge. This letter restates agreements that my office and DIA/JSW have worked out in a combined effort to expand WWIMS. We are both committed to develop the instability indicators that CENTCOM, REDCOM, and EUCOM showed'such an interest in during our last DoD I&W Working Group in October 83. 'We have also enlisted participative support from NSA and elements of CIA. 3. Next, we are also following up on our promise at the October Working Group to produce a videotape that explains and explores the functions of the Watch Centers in the Washington area. This requirement supplements training'at DIC for those who are unable to attend the I&W course before they begin work in an Intelligence Watch Center. 4. I am pleased with the increased exchanges with your people. There are a number of areas we are working together in the training and indicators area--looks like progress to me. Attachments: 1. Videocassette and Ltr. of Transmittal, dtd 22 AUG 83, Subject as above, has been viewed and found to be an excellent supplement for the personnel who have not been to the I&W school given by DIS. The tape is considered especially good for those who support the Intel Watch Officer on a continuous basis; i.e. Cryp- tologic Support Group, Collection Management personnel. It has been well received and believed to be valuable in giving insight into the world of warning. 2. Recommend future videocassettes focus on the weak areas in the Warning System such as implementing and using WWIMS more effectively. Most of the current Watch Officers attended the I&W course when WWIMS was not being taught or only touched on lightly. As a result, most are not up to speed. 3. I heartily support the efforts being made and believe you're headed in the right direction. Continual review and additional training for our watch personnel is-of paramount importance.
