The "problem" is that when I asked NSA to
do this (almost a year ago) I specifically
requested that the quarterly tours be for
NIOs, A/NIOs and AGers. I was led to believe
that this was also your reaction when the
Faurer letter arrived., I don't think that
Faurer knew the background and was responding
to his staff's recommendation when he
signed the letter.
Charley Waterman, asked me to take the lead
with NSA to establish a point of contact and
to expand the tours if possible. I will do
this unless you direct otherwise.
