MEMORANDUM FOR: Warning Working Group Members

SUBJECT Hi^hlightF
1. It has been some time since we have had a meeting of the
Warning Working Group. In trying to work up an agenda, I have
concluded that we would be having a meeting for the sake of
having a meeting and none of us need that. Additionally, I have
met with a number of you on specific items over the past few
months. Therefore, instead of meeting, I am choosing to report a
few highlights of our recent activities as a form of status
report, and to attach a few key papers that have been prepared in
my office which will give you some indication of our current
directions.
--Doctrine. Attached at Tab A is an all-
purpose paper which we have been circulating which
attempts to describe the close relationship
between warning and mobilization. Although
written to describe the relationship with military
readiness it could as easily be describing civil
readiness and mobilization.
--Traininq. The warning syllabus is in its
final iteration and we will provide copies to you
in the near future. As indicated previously, we
hope that it will become the basis for a variety
of training programs within the intelligence and
operational communities. The Foreign Service
Institute has asked to play a role in the National
.Warning Training Working Group, and the National
Defense University has also expressed interest.
. --Command and Operation Centers. Initiatives
for technical upgrades continue. The first of our
orientations for watch standers was completed last
week and appears to have been a major success.

--ELINT Conference. During visits to several
of the major commands over the past few months, I
identified the need for a conference of the Chiefs
of the ELINT processing centers. General Williams
has supported the requirement, and DIA is seeking
to establish such a conference in the near future.
2. Finally, I note the departure of a couple of our
mainstays--Maj Gen John Marks and Mr. Jim Devine. They are being
ably replaced by Mai Gen Jim Pfautz and Mr. Dean Spray
respectively.
3. I appreciate very much your continued support and will
schedule a meeting when there is a good, substantive reason. In
the meantime, don't withhold any comments--favorable or
otherwise.
