SUBJECT : Meeting with Director, DMA - 15 September 1983

I note that you will be meeting with Adm. Wilkinson on
Thursday. One initiative which I have been
hard does involve DMA, and pushing very
you might wish to raise with him.
As again illustrated by the KAL shootdown, one of the first
requirements in any crisis is pulling together the right
maps and graphics. Then there is the need to exchange
annotated graphics within the community and provide to users
such as the White House CMF.
Before assuming this job, I tasked the Information Handling
Committee of the IC Staff with developing capabilities for
common use throughout the community. The near-term
requirement is for video disc geographic data base which
could be common to all of the watch centers and which would
allow for ease of annotation and communication. The
second requirement, which is harder but necessary for the
long term, is for DMA to develop a fully digitized geographic
data base which would allow for the rapid production/
electrical dissemination of maps of varying scale and
complexity.
This appears to be DMA's desired direction as well, and
what they are waiting for is a single "community require-
ment." We are working with George Rogers to make this
happen, although it seems to be taking forever. Beal, in
the meantime, is pushing in the same direction. We're
trying to keep him involved in the community effort.
You will probably be preaching to the choir, but I'm sure
a statement of support will be enthusiastically received.
