I had planned to issue the attached memorandum before
Bob Gates tiieiiUon& at the morning staff meeting.
Therefore, it. is being sent only informally pending
discussion at the meeting 27 Septenber.
Other possibli_ities would include discontinuation,
slipping to a quarterly schedule, or making the
focus other than warning.
Please also be prepared to discuss the product which
is perhaps a more critical issue than the boding of
meetings.
