Thank you for your recent letter concerning the Agency's proposal to
address domestic relocation problems.
I was disappointed that your letter - and the information provided the
Committee by CIA officials - does not reflect a community-wide approach. As
you should be aware from the Committee's treatment of personnel benefits and
allowances questions, the Committee believes that the Director should actively
promote community-wide solutions where personnel from different intelligence
agencies are affected similarly by intelligence operations and
administration. Solutions to such commonly experienced problems should
address the needs of all affected community agencies.
Domestic relocation allowances that offer remuneration to intelligence
personnel for moves required by their employment should be reasonable and
substantial enough to minimize the financial burden of such moves. The
Committee agrees that such allowances are essential to retain qualified
intelligence personnel.
The Committee plans to address the effect of current and proposed domestic
relocation allowances in a hearing to be scheduled in the near future. In the
interim, the Committee asks that you assist its staff in preparing for this
hearing and that the Agency take no further action until the Committee has had
an opportunity to review the matter fully.
