MEMORANDUM FOR THE RECORD
SUBJECT: Briefing for Congressional Staffers on Soviet
Manned Space Activities and Soviet ASAT Program
1. On 3 July 1984, three Congressional staffers--Marsha
Smith of the Congressional Research Service; Janey Wright of
the House Foreign Affairs Committee; and Radford Byerly of
the House Science and Technology Committee--were briefed on
Soviet space programs. The 2-hour briefing took place in
the office of , Chief of the Space Systems
Division, Office of Scientific and Weapons Research (OSWR).
The TS/codeword briefing consisted of two parts. The first
was a summary of Soviet manned space activities, given by
analyst of the Space Missions Brance. He
discussed a purposes behind the Soviet program
The second part of the briefing covered
Soviet eve ment of high-energy lasers. The presentation
was given by of the Space Warfare Branch. He
traced the history of the Soviet laser program, indicated
likely testing times and pla es. and discussed the ASAT
application of laser weapons

told a briefing on this topic would have to be arranged
separately through the Office of Legislative Liaison. As a
follow-up, Janey Wright requested a written assessment on
Soviet directed energy weapons. An IA On this topic (SW
84-10006, S/NF, Jan 84) was obtained for delivery to the
House Foreign Affairs Committee, and she was informed that
the publication would reach her the week of 9-13 July.
