AID ADMINISTRATOR MCPHERSON SIGNED THE
MILK AGREEMENT AT 3 P.M. TODAY, MARCH 29. BEGIN TEXT:
TO HELP MILLIONS OF PEOPLE SUFFERING FROM WHAT MAY BE
BRAZIL'S WORST DROUGHT IN 100 YEARS, THE UNITED STATES IS
DONATING 50,000 METRIC TONS OF NON-FAT DRY MILK TO
SUPPORT THE BRAZILIAN GOVERNMENT'S OWN RELIEF EFFORTS IN
THE NORTHEAST PART OF THE NATION. THE MILK WILL GO
MAINLY TO INFANTS, SCHOOL CHILDREN AND MOTHERS.
THE DROUGHT--NOW IN ITS FIFTH YEAR--IS IN A TRADITIONALLY
DRY AREA. PERNAMBUCO AND CEARA STATES HAVE BEEN
ESPECIALLY HARD HIT. ACCUMULATED CROP LOSS IN PERNAMBUCO
ALONE IS MORE THAN THREE MILLION METRIC TONS. POPULATION
OF THE AREA HAS INCREASED BY 50 PERCENT IN THE LAST 20
YEARS, WHILE FOOD PRODUCTION IS LESS THAN IN 1960.

PROVIDES AN IMPORTANT FOOD SUPPLEMENT TO THE BRAZILIAN
PEOPLE IN THE NORTHEAST WHERE THE DROUGHT HAS BEEN THE
MOST SEVERE. SENATOR KASTEN HAS PLAYED A KEY LEADERSHIP
ROLE IN MAKING THIS U.S. DONATION POSSIBLE. HE IS TO BE
HIGHLY COMMENDED FOR HIS EFFORTS."

A BRAZILIAN RED CROSS FOOD DONATION PROGRAM. BRAZILIAN
ORGANIZATIONS WHICH WILL MANAGE DISTRIBUTION OF THE MILK
ARE THE NATIONAL FOUNDATION OF STUDENT ASSISTANCE,
NATIONAL INSTITUTE OF FOOD AND NUTRITION OF THE MINISTRY
OF HEALTH, AND THE SEMI-PRIVATE BRAZILIAN LEGION OF
ASSISTANCE.
ABOUT 90 PERCENT OF THE MILK WILL BE CONSUMED AT SCHOOLS,
HEALTH CENTERS AND OTHER DISTRIBUTION POINTS. THE REST
WILL BE TAKEN HOME BY RECIPIENTS. THE GOVERNMENT OF
BRAZIL WILL PAY OCEAN TRANSPORTATION (APPROXIMATELY 12.5
MILLION DOLLARS) AND ALL COSTS RELATED TO DISTRIBUTION OF
THE FOOD.

MCPHERSON, ADMINISTRATOR OF THE AGENCY FOR INTERNATIONAL
DEVELOPMENT; AND GLENN D. WHITEMAN, ACTING GENERAL SALES
MANAGER AND VICE PRESIDENT OF THE COMMODITY CREDIT
CORPORATION. MILTON DALLARI, SPECIAL SECRETARY FOR FOOD
SUPPLY AND PRICES IN THE SECRETARIAT OF PLANNING OF THE
PRESIDENCY, SIGNED FOR BRAZIL. ALSO AT THE CEREMONY WERE
SERGIO CORREA DA COSTA, BRAZILIAN AMBASSADOR TO THE U.S.;
JOSE ARTHUR DENDT MEDEIROS, MINISTER-COUNSELOR OF THE
BRAZILIAN EMBASSY; ALAN TRACY, DEPUTY UNDER SECRETARY OF
AGRICULTURE FOR INTERNATIONAL AFFAIRS AND COMMODITY
PROGRAMS; AND JULIA CHANG BLOCH, ASSISTANT ADMINISTRATOR
OF AID FOR FOOD FOR PEACE AND VOLUNTARY PROGRAMS.
