1. THERE FOLLOWS IN PARAGRAPH 2 THE TEXT OF A MESSAGE TO
AMB. PIEDRA FROM REP. MICHAEL D. fARES.CIMI#MN, HOUSE
FOREIGN AFFAIRS SwODWOrME ON WESTERN HEMISPHERE
AFFAIRS (DATED DECEMBER 20, 1984).
2. QUOTE. A DELEGATION COORDINATED BY THE INTERNATIONAL
CONFEDERATION OF FOOD WORKERS TRADE UNION WILL VISIT
GUATEMALA DECEMBER 30 THROUGH JANUARY 6. THE PURPOSE OF
THE DELEGATION IS TO BRING EMERGENCY MATERIAL ASSISTANCE
AND SUPPORT TO WORKERS WHO HAVE BEEN OCCUPYING THE
COCA-COLA FACILITY. I AM INFORMED THAT THE TELEPHONE IN
THE PLACE WAS RECENTLY SHUT OFF AND GOVERNMENT
SURVEILLANCE OPERATIONS HAVE BEEN REINSTITUTED AROUND THE
FACILITY. I WOULD LIKE TO REQUEST THAT THE EMBASSY
PROVIDE WHATEVER ASSISTANCE THE DELEGATION REQUIRES WITH
LOGISTICS, SETTING UP MEETINGS WITH GOVERNMENT OFFICIALS,
ETC. I APPRECIATE YOUR COOPERATION. CLOSE QUOTE.
REACTION OR PROBLEMS WHICH MIGHT RESULT FROM THIS
HUMANITARIAN EFFORT. IN CONVEYING THIS MESSAGE TO THE
GUATEMALAN GOVERNMENT, THE EMBASSY SHOULD MAKE EXPLICIT
THAT THE REQUEST COMES FROM CONGRESSMAN BARNES AND THAT
IN TRANSMITTING THE MESSAGE WE ARE ACTING IN THE SAME
MANNER WE WOULD FOR ANY INTERESTED U.S. CITIZEN INVOLVED
IN A HUMANITARIAN PROJECT OF THIS NATURE. WE HAVE
INFORMED CONGRESSMAN BARNES THAT NORMAL EMBASSY
ASSISTANCE IS SUCH CASES WOULD INVOLVE FACILITATING
CONTACTS BETWEEN THE INTERESTED U.S. CITIZENS AND
APPROPRIATE OFFICIALS OF THE GOVERNMENT OF GUATEMALA.
