SUBJECT: Deputy Director For Administration (DDA) Visit to
Congressman Frank Wolf (R,VA) re the New CIA Head-
quarters Building
1. On 30 January 1984 the undersigned accompanied the
DDA and /New Building Planning
Staff/Office of Logistics to brief Cong. Frank Wolf (R,VA)
on the subjects listed above. The purpose of the meeting
was to convey information and solicit the Congressman's
perceptions rather than to reach decisions on these
subjects. The meeting accomplished the intended objectives.

3. The second subject discussed was the continuing saga
of the public roadway modifications to be made as a result
of the new Headquarters Building. The most recent incident
was a letter dated 20 January 1984, from the McLean Citizens
Association to the Congressman (see file) concerning an
action taken by the National Capital Planning Commission
(NCPC) on 6 October 1983. Mr. Fitzwater explained that the
action taken by NCPC was not detrimental to the interests of
the McLean Citiz 'on and why this was so. He,the
Congressman, and then discussed in general a
series of issues about the new Headquarters building and the
McLean Citizens Association concerns thereto. Congressman

Wolf, while claiming that he did not want to be directive in
nature, nonetheless went to some length to ensure that the
DDA understood that the "visitor center issue" was one that
needed some more work. He (Gong. Wolf) emphasized to the
DDA that he (Gong. Wolf) wanted to be able to say to his
constituents that he had been able to get the CIA to
compromise on as many issues of concern to the McLean
Citizens Association as possible.
4. The meeting ended on a cordial note.
