SUBJECT Request for Over-run Funding for On-going
Contract Number 82-B786000-000.

1. In FY8X1 OSWR transferred funds to ODP to initiate and manage contract
No. 82-B786000-000, under which the contractor, Booz, Allen & Hamilton, Inc.,
has been developing a database management system for STD/LSB. ODP has informed
us of a cost overrun in the amount of $11,000, which will be required to.
complete the tasks defined in the original statement of work. We request
therefore that you approve over-run funding in that amount to support
Alternative One as described in the memorandum dated 28 March 1984. FY83
funds are not available within OSWR.BAS STAT
2. Additional funding of the effort for development of PPP, a
is required because: STAT
a. The database language was changed to take STAT
advantage of improved ADP capabilities that became available. This
change has lengthened design and implementation activities since it
occurred late in the effort (January 1984).
b. The PPP implementation effort has included some u cted minor
tasks which were needed to enhance PPP's usefulness.?

3. The adverse impact of these matters on the effort to complete the
original scope of work within the initial budget was recognized by the
contractor in March, 1984, when a detailed review of the contract was made.
Previous contractor reports and discussions between the contractor and COTR had
indicated that 7 k would be completed on time and within budget. The final
decision to us increased the level of effort necessary to come to STAT

4. The contractor, COTR and STD/LSB believe that the effort will be
completed satisfactorily and on time (1 May 1984) by the assignment of
additional erso~npnel. Funds in the amount of $11K will cover that additional
