Continued NSA Representation on the
Intelligence Producers Council Staff
1. As I mentioned at the last IPC meeting, we expect to lose the services of
requesting another NSA representative for the IPC Staff (attachment). I would like to
address the transition process with you in a little more detail.
2. The administrative procedures, including polygraph, medical profile, and
security indoctrinations, will normally take several weeks after DOD approval of an
assignment. An effective turnover of projects requires at least two additional weeks.
This suggests that replacement should report to the IPC Staff during the first week STAT
of September 198 .
3. It would be to our collective benefit if the NSA candidate has some familiarity
with the IPC and current Staff projects. For this reason, I asked the IPC Staff to suggest
someone at NSA who has worked with us. They have recommended because STAT
he regularly participates in a number of projects with the IPC Staf , and has made
important contributions, to several IPC tasks.

SUBJECT: Continued NSA Representation on the Intelligence
Producers Council Staff
1. The rotational assignment of the NSA staff representative STAT
to the Intelligence Producers Council IPC), will be completed in mid-September.
During his time with the IPC, as participated in important Community STAT
activities, and has made significant contributions. His support to emergency

IPC Staff, comprised of NSA, CIA, and DIA members, for their excellent conduct
of day-to-day operations and liaison. has shown.himself to be a very STAT
effective member of the staff. Since he is heavil involved in a number of
projects, I invite you to select a successor for in sufficient time STAT
to permit an orderly turnover of responsibilities.
