In response to reference, CIA and State/INR members of the Intelligence Producers Council were invited to evaluate the GDIP Evaluation of Data Base Adequacy. a. Unfortunately, in response to this endeavor, State/INR advised that resources are not available to conduct a proper evaluation of the report. Their inability to evaluate the report, however, should not be considered as prejudicial to the content or objectives of the report. b. CIA did not identify any major differences with the GDIP evaluation of data base adequacy. The general narrative statements by topic and area appear reasonable and the more specific key areas of concern appear appropriate. CIA notes, however, that given different priorities, approaches to research, and types of analysis requested, they cannot make direct comparisons between CIA information needs, gaps, and holdings with those reflected in the GDIP evaluation of data bases. 2. Despite the limitations of this first effort, the Intelligence Producers Council appreciates the opportunity to exchange views on data base development. iwtcrvara, e Chairman Intelligence Producers Council cc:l I DIA/VP Mr. Thorne State/INR /CRES/DI /CIA STAT STAT STAT STAT Approved For Release 2008/04/17: CIA-RDP89B00423R000200130034-3 Approved For Release 2008/04/17: CIA-RDP89B00423R000200130034-3 Approved For Release 2008/04/17: CIA-RDP89B00423R000200130034-3 Approved For Release 2008/04/17: CIA-RDP89B00423R000200130034-3 CONFIDENTIAL DDI-00107/84 6 January 1984 NOTE FOR: C/IPC Staff FROM C/CRES SUBJECT : Review of the GDIP Evaluation of Data Base Adequacy REFERENCE: Your Memorandum, Same Subject, IPC 044-83, 13 December 1983 1. As you know, the Agency does not attempt to maintain voluminous, detailed order-of-battle data bases such as those maintained by the DoD, nor do we normally become involved in the microanalysis required within the DoD for tactical and contingency planning. 2. Given our different priorities and differing approach to research and the types of analysis requested of us, direct comparison cannot be made between our information needs, gaps, and holdings and those reflected in the GDIP evaluation of data bases. Additionally, the method of presentation in the report contributes to the difficulty of assessing it. The aggregated approach to the evaluation of adequacy appears to ignore the relative importance of any particular country and the adequacy or inadequacy of significant aspects of any one substantive area. 3. In so far as we are able to comment on the report, however, our review failed to identify any major differences of data base adequacy. The general narrative statements by topic and area appear reasonable-and the more specific key areas of concern appear appropriate. Because of the differences and problems outlined above, however, we do not believe it would be appropriate for the Agency to concur in or endorse the report's findings. 25X1 25X1 CONFIDENTIAL Approved For Release 2008/04/17: CIA-RDP89B00423R000200130034-3
