Your papers on Cuban capabilities to destabilize Grenada, on security in the Caribbean and on questions and lessons learned on Grenada are a good start on what needs to be done there. I would like to get all of this roundtabled with Gates, Stein, Clarridge, appropriate DDI people and Menges, if he can be made available. 2. We are also being assigned to manage the use of papers and other intelligence obtained in Grenada to learn whatever we can from them and for the specific purpose of using information in a comprehensive study of how the Soviets interact with and use their Cuban, North Korean and other partners. There will be an NSC Directive on this shortly. 3. I would like to get Gates' input on this before he leaves. So perhaps we can meet at four o'clock today. Will you see that others have copies of what you have prepared for such a meeting. William J.
