MEMORANDUM FOR THE RECORD
SUBJECT: DDP Staff Meeting, 12 January 1966
1. Des FitzGerald mentioned courtesy calls policy. Office heads
or division chiefs will be required to drop in on the DCI.
2. Des said he was concerned with the telephone security and
the "talk" that goes on between the Watch Officers and the officer
called.
3. CS Officers Orientation in Civil Service Commission.
Planning, Programming and Budgeting Course will be attended by
five Clandestine Services Officers, 26-27 February 66.
4. DDP tinged a careful handling of liaison visits as many of
the visitors compare notes.

6. Des mentioned the appointment of R, J. Smith as DDI with
approbation. He mentioned the departure of - to address the
CSR (he meant the Midcareer Course). Des states he will be going
25X1A down to the-at noon tomorrow. Des reminded everyone of
25X1A assignment and the need to keep him informed. Ap-
parently this assignment grew out of a talk between Dick Helms and
McNamara. It is a ticklish one and Ed can stand all the help we can
give him.

7. The next items of business had to do with Vietnam and the
quotas levied on the different divisions. It appears that all but two
components have filled their quotas. The second phase of this levy
will be coming up shortly. This subject created quite a discussion.
25X1A Apparently the Station, according to- will eventually need some
25X9 =case officers. just about jumped out of his seat 25X1A
at this figure, stating that some of the old EE desks are just about
down to ver competent women and a few case officers. When
25X1A said that everybody in the Clandestine Services should
get ready to take his turn as this would be a five to ten year program,
25X1A ~bjected that case officers was not the whole Clandestine 25X9
Services. Anyway, there will be further levies. The DDP will
25X1A probably consider-as a tour for many Clandestine Services
officers in the future.
25X1A 8. reported that things were "unbelievably
better than they were a year ago. " Des did not quite buy Gordon's
appraisal and in a fairly insistent way managed to leave a strong im-
pression that the civilian effort is not matching that of the military
and that so long as this remains true the military will have to win
the ground over and over again. This brought us to a consideration
25X1A of th Conference last weekend which was devoted to Vietnam
and was apparently an effect of Senator Mansfield's trip. Des ap-
parently attended one session of this conference,and as you know,
25X1A and Ambassadors Porter and Unger (sp?). Much was
25X1A made at the Conference regarding the feeling of frustra-
tion on the civilian side of the Vietnam war. It appears that CIA was
commended for its excellent civil action type activity, which accord-
25X1A ing t will now be known by the term "rural construction. "
25X1A -came away with the feeling that the conference was quite use-
ful and presumably it was generally agreed that more must be done
25X1A in the political field. -added that the Vietnamese have begun
to move on the pacification problem on a national basis and are
making this a high priority of their strategy. There was a number
of impassioned pleas for Washington to shape up by representatives
25X1A from Vietnam and to shape up by people here in Washington.
9. The meeting was adjurned by Des's covering of various
important points such as the status of the Agency's counterinsurgency
25X1A position. aid this was being worked on and had nothing
25X1A constructive on it. Th Program is being staffed out.

put on by DIA. He spoke briefly on this course and encouraged
those present to find three candidates and then mentioned the
Educational Program for Federal Officials at Mid-Career conducted
by the Woodrow Wilson School at Princeton. Des was quite interested
in this latter training and wanted to know a little bit more about
25X1A it. has all the information that is needed for this
purpose..
