Director of Training SUBJECT Course Report for JCS-DIA Orientation #6 1. Fifty-two senior officers and civilians from the Office of the Joint Chiefs of Staff (O/JCS), the military departments, and the Defense Intelligence Agency (DIA) attended the JCS-DIA Orientation #6 at Headquarters on 27 and 28 September 1966. Officially welcomed by the Executive Director-Comptroller and briefed by senior Agency officials from all four components, the class received a personal visit from the Director at the conclusion of the two-day program when Mr. Helms invited specific questions from the visitors. When Rear Adm. Allen F. Fleming, USN, expressed his own appreciation and that of the class for the Agency's briefings, Mr. Helms commented that he was glad to gel: the Admiral's evaluation since it was often difficult to get a feedback. The Director then added that he felt the program was about the right length, both from the point of view of the visiting officers being away from their desks and from that of the Agency briefers who came down to talk in the program. 2. Following the formal conclusion of the two-day orientation with the remarks of Mr. Helms to the class, 17 officers and civilians accepted the invitation of Capt. The appreciation expressed by these visitors for the OPSCEN briefings suggests that in next spring's orientation a brief tour of the-Agency's alert facilities might be scheduled in the formal program. Chief, CIA Operations Center, to visit that round-the-clock watch facility on the 7th floor of Headquarters. 3.? Thirty-seven members of the JCS-DIA Orientation #6 submitted critiques of the two-day program. From these written statements and additional oral remarks, the class seemed to be well-impressed with the calibre of the Agency briefings, as well as the organization and administration of the course. The critiques reflected many of the questions asked during the briefings--that is, the visitors' concern over CIA-Defense Department relationships (both at home and abroad), especially command relationships. between the Agency and DOD in overseas situations; their interest in learning the contact points, media, and procedures for developing Agency-Defense relationships; and their interest in mutual problems to which they might find answers in their current military assignments. The only Agency briefing that di-d not arouse much class interest was the ADP presentation on the Coordination of Overseas Activities. 4. Of the 52 visitors attending the two-day program 33 came from DIA--of whom 5 were from the DIS--and 19 members came from the Office of the Joint Chiefs of Staff, including a few from the military departments. Senior members of the class were: Mr. William E. Lang, Assistant Secretary of. Defense (ISA); Rear Adm. Allen F. Fleming, USN, Assistant Director of the Strategic Plans Division, O/JCS; I 25X1A Dining Room on 27 September of several of the senior members, and the Chief,. Intelligence School, did the same for another small group on 28 September. All of those who attended expressed their appreciation for this courtesy shown them. Special Advisor to the Special Assistant Director for Collection (DIA); and Col. Edward J. Aileo, USA, Deputy Commandant of the Defense Intelligence School. The Director of Training hosted .a small luncheon group in the Executive 5. Evidence of the current interest the Defense Depart- ment has in the JCS-DIA Orientation program is further shown, not only by periodic inquiries from the Pentagon regarding the next orientation, but also by the fact that Maj. Gen. Richard W. Whitney, Chief of Staff for DIA--who at the last moment was unable to attend himself--personally checked the DIA nominees coming to the 27-28 September orientation. Gen. Whitney also suggested that the remaining applicants--an equally large number--be the first DIA designees for the JCS-DIA Orientation #7 next spring. One member of the class, who suggested four runnings of this orientation in the future, commented that it took him 18 months to obtain a slot for the recent program.. Another class member, a graduate of the National War College, even suggested giving the same program to that service school. The brevity of the actual orientation itself--two full days--tends to minimize the large amount of administra- tive detail, considerable paper work, and support that is very necessary in handling a group of senior outside visitors who are briefed by the Agency's top officials.
