The attached pieces of paper indicate general agreement C/IS, C/CTP) that something needs to be said to our CTs on the subject of drinking in the Clandestine Services, but there seems to be no agreement as to the right place in the CT cycle to insert this message. After some reflection, I suggest the following as a possible answer to 25X1 C2A "It does seem to me that some attention needs to be given to drinking as an occupational hazard facing most operational officers assigned to the Clandestine Services. It is not that we have any hard and fast answers to the various aspects of this problem, but we do feel that all such personnel need to realize that the usual atmosphere at an overseas station involves a great deal of obligatory social cocktail-partying, over and above the 25X11 25X1A6B 25X1 C2A Added to the above is the fact that overseas liquor is very cheap and you have a problem which can be difficult. The most we can do is to emphasize that the problem exists, and to suggest some of the ways in which help can be arranged for those who need it in this area. The form which 25X1A9A presentation takes in the Support Services Course (the problem was invented byl for that course) and in the COS 25X1A9A Seminar, is as follows. The problem situation (copy attached for COS is passed out to the students for study and discussion 25X1A6B among themselves. The third phase of the problem consists of a number of comments normally given by I concerning the extent of the problem in the Agency, the distinction between "the Problem Drinker" and the "Alcoholic", and some items of advice as to the administrative handling of such cases, incipient or otherwise. Finally, there is a period of discussion." *y, ,itIn my opinion, this subject can not well be handled by a written handout. The subject is full of gray areas, and the most we can expect to do is to alert the CTs to the situation into which they will be moving when they are assigned overseas. Now the support CTs are exposed to this problem when they take the Support Services Course, after they have graduated from the OFC. It would seem appropriate for the Clandestine Services CTs to be provided with a similar opportunity to discuss. this problem in the course of the OC, but in order not to have to engage in sermonizing, it would probably be best to contrive discussion of the subject in some logical but incidental connection with the 25X1 C2 While I does an outstanding job in critiquing this problem for us at Headquarters, the contribution which he makes could no doubt be duplicated with little difficulty by many of the officers of the I Trainin Staff. Perhaps the best solution would be for someone from to monitor the next 10 running of this problem in the Support Services Course, which would occur on or about 8 December 1966.
