to the Office of Training for consideration as a Scien-
tific Linguist. His application was referred by Chair-
man Macey of the Civil Service Commission and recent
correspondence with him indicated a possible interest
in his qualifications. However his salary

3. Promotion of Clandestine Services Officers
25X1A - officials are disturbed over the failure of the
CS Panel to promote was 25X1 A
assigned to 0TR in July 19 . Previously, he had been with Africa
Division for five years. He has been in grade since September 1958.
25X1 A COS' wanted to know why - was not promoted, as 25X1 A
well as the names of those who were promoted. The Personnel Branch
checked with the Panel Secretary who stated that the long-standing
policy of the Panel had been not to publish the names of successful
candidates. However, if Diviion or Staff Chiefs wanted more
information as to the reasons why an officer nominee had not been
promoted, the senior official concerned certainly could make a
direct inquiry to the promotion panel chairman. , 25X1 A
Chief of EE Division, is the present Chairman of Panel A
Section A) that reviewed recommendations submitted on CS officers
nominated for promotion to GS-14. has been advised 25X1A
