College on 20 August, and heard an inspired presentation
by Dr. Robert Strausz-Hupd'. Dr. Strausz-Hupp is the
Director of the Policy Research Institute at the Univer-
sity of Pennsylvania. He is also what Arthur Herzog, in
a recent book entitled The War-Peace Establishment, has
called the chief of the forward strategists in t e United
States. The forward strategists are those who believe we
should fight fire with fire; that we should be wary of
disarmament proposals; and that the only safe line is the
hard line. In response to a question, Dr. Strausz-Hupe'
said that John Foster Dulles must have had a momentary
black-out when he checked the British and French in the
Suez crisis in 1956. He also made it clear that, to him,
Western Europe was still the pivot of world power in the
struggle between the East and the West, and that the prob-
lem of de Gaulle was the problem of France, not de Gaulle.
Dr. Strausz-Hupe was a little rough on the State Depart-
ment, and he held his military audience in the palm of his
hand for a good two hours of interesting talk on "The Vital
Interests and Major Objectives of Our Major Allies".
