Approved For Refease 2001/08/10 : CIA-RDP78-06084A000300010046-1 ATTACHMENT It 25X1A9a MEMO FOR: The Record SUBJECT : Meeting with on 26 January 1962 I met with today to discuss how to improve distribution to OM of items ~which p welwouldohave and interest. George was as cooperative as I could want. He exnl ed that th 25X1A8a ere are three types of papers of interest put out by 25X1A8a 1. Publications normally distributed outside DDP. One copy of 25X1A9 each of these has been routed to OM via Mrs. 25X1A9a a - of OCR (ext. 7388) at Langley. Mrs. in turn sends the copy to 2022 R&S (OTR Library . There were about 25 such items in 1961. George has wondered for some time why this round-about routin was necessary and 25X1A9a , only continued it because M rs. wanted it handled this way. (She also routes a copy to the DDI and to other units in the Intelligence Community.) From now on he will se d th 25X1A9a n e copy for OM directly to us at TAS. is currently working on the fourth draft of an analysis of the effects of the 22th Party Congress, which George believes will eventually be issued as this type of publication. 25X1A9a 2. Operational briefs in the Communist Party Penetration Program series. The last item to appear in this series was in March 1959. George sends about 30 co copies of these to C/SIC for use in various SIC courses. is currently 25X1A9a working on a paper, on thought patterns of communists, which will eventually appear in this series. These items are sent to field stations, but no copies go to non-DDP units except for those sent SIC. George believes that any wider distri- bution of this type publication inside OM would normally be subject to a caveat limiting its use with non-DDP students. 3. Functional research memos to the desks mostly available for passing to certain liaison sees. They take up a certain aspect of the international movement or a specific Communist Party, and are not considered 'finished" studies. These are not sent to OM but some of them might be of interest. George said that, in addition to the above,- wrote between 25X1A8a x.00-500 preliminary working or guidance papers for the desks during 1961. These are operational in nature (briefing and debriefing guides for individual agents, etc.) and are therefore tightly controlled. Approved For Release 2001/08/10 : CIA-RDP78-06084A000300010046-1 Approved For Release 2001/08/10 : CIA-RDP78-06084AQ,90300010046-1 FT We then discussed the best method of keeping OTR abreast of new 25X1A8a items and I mentioned the annotated bibliography which George had 5X1A8a issued in 1955 of all - publications up to that date. George showed me a supplementary listing of all "widely-disseminated = 25X1A8a research papers and operational aids" from 1955 to June 1961. The list runs 25 legal-sized pages, and lists 210 items. George intends to have this annotated and eventually reproduced and distributed in limited fashion. Meantime we are welcome to consult it in his office. George said we are welcome to check through the back material in his office and discuss with him any further distribution desired by OTR. He also showed me a six-page paper, "Communist and Marxist Parties of Latin America,'' January 1961, which lists the different names of each party and gives its legal or illegal status, together with the numbers of members and sympathizers for each. I brought back nine copies (the number of copies George happened to have in hand). When time permits and we have a little better idea of what and Headquarters 25X1A6a Training might want on communism, I could go back and survey the 1961 production in some detail. As of now, George will route one copy of each paper which he 25X1A8a feels might be of interest to OTR, and which may be seen outside DDP, to TAS/OTR for retention or destruction, with a statement of any caveats imposed by = We can then ask for extra copies from him by phone. George expects there will be about five or six such papers per month. In answer to the question of what other DDP producers might be checked by OTR in our current survey, he mentioned of course, a ready in touch with all of them.
