It has been DDI policy to deny the sale of CIA map repro- ducibles except for country terrain base maps (see Enclosure I). Because sales place extra burdens on PSD, our practice has been additionally to restrict sales to one map only. 2. Until March 1969, we denied all request. for purchase of Agency reproducible. (a very few reproducible. were made available cost-free to academic requesters). Since March 1969, in conformance with the changed policy set forth in Enclosure 1, three requests for purchase of map reproducible. have been received and approved: Requester Prof. Robert K. At $15.00 each, the total charge for the reproducible* would be $3,765.00. This cover* meterials and processing labor only; it does not include equipment depreciation, management. and Mintier costs which are not practicable to calculate. If sale of the reproducible* is denied, we calculate that the task of color-separating the atlas would cost "Facts on File" about $15,000.00. Thus the company figures to !Lave about $11,000.00 or 73% of its plate expense if it can procure Agency originals at PSD's cost. 4. I feel that the sale of these reproducible* wouldbe very unwise. Reproducibles for three of the maps are already in use for further intelligence production, and other reproducible. are expected to be in use soon. We can ill afford their loss for the lengthy period PSD would require to copy them. A decision to approve the sale would also leave us without a workable policy to control future requests. This would inevitably lead to a load of running correspondence and negotiations with requesters, complainers, and commenters that we are unequipped to handle. 5. The main loser, of course, would be PbTi. states that he is in no way staffed to service the flood of requests he anticipates from other publishing houses after the sale to "Facts on File" becomes known. The consequent load on PSD could seriously impair its ability to support the DIM, and it ie doubtful the situation could long be tolerated. 6. Considering all factors, I strongly recommend that the "Facts on File" request be denied.
