familiarization course took place on 11 April in the office of

mainly around course content and on whether a drastically different

standardized procedures and responsibilities in the branches was
pointed out as a definite problem for QTR in drawing up a course.

response to date showed unusual interest and need, particularly

succeeded in identifying a bloc of PP activities that. fit into the

the PP field as being the Clandestine Services' working relationships
with heads of foreign governments and with representatives ,of foreign
government departments or agencies for the purpose of carrying out
clandestine action operations, Within this context, Fl activities
would become clandestine collection operations. The seminar also
agreed that the principal objective of PP is to carry out
States foreign policy by operations that are unattaibutable or can
be plausibly denied.
Since the seminar was able to cover only the first three
questions on the agenda, the next four questions will be taken up
at this Thursday?s meeting.

session with of the Defector Committee who was
highly cooperative in offering to make available appropriate
cases. Because of the current nature of the cases he asked that
OTR do the write-up of thew in his office since the case files are
still being used and the writer would need a fill-in occasionally
where some of the information is missing from the files.

and Requirements course has leveled off to a final enrollment of
]J students, one less than the limit, Originally the class was over
subscribed., but adjustment came by way of two cancellations, one
withdrawal,, and two late registrations. Schedule adjustments, too,
were necessary because of the absence of on sick leave
2x-12 April. Bight students with field assignments are in the
B oupe in which emphasis is put on working with reporters to get
iformation n values into reports and in producing the report in its
final form in the field, The A or headquarters group from 15-19
April will devote about three-quarters of their time to requirements.
