Borden Ream's staff in the Office of the Under Secretary, Department of State, informed that the Department desired again this year to have the Clandestine Services Orientation program given to its officers who will graduate from The fatioagl. War College in June. This request was checked out through Chief/OS with COPS who stated that the Clandestine Services not only welcomed this opportunity to brief the Foreign Service Officers but that he personally desired to participate in the briefing. Accordingly, Mr. Wellborn was Informed that we will be pleas" to comply with the Department's request. Although no definite date for the briefing has yet been set., it will probably be given during the week of 10 June. U. O T I E I E I l ~ R IT a. Mr. H. Oates Lloyd, Assistant Deputy Director (Support), informed an 29 April that he would be unable to attend the trial-run o e erase Against Cist Interrogation" set for 2 May. Mr. Lloyd expressed his sincere regrets, explaining that various unforeseen developments necessitated his presence elsewhere;, and recd nded that we proceed nevertheless as planned. He stated that the earliest possible date that he would be able to attend, if the trial-running were to be postponed, was 7 June:. expressed disappointment over Mr. Lloyd's not being able to attend, especially since he was the chairman of the committee on formulation of Agency policy for staff personnel subject to capture, but agreed with him that it would probably be better not to postpone the trial- run further if he would agree to accept the cone ensue of those present as a commitment. Thirty-seven students attended the Clandestine Services Review No. 16 which ecasencod an 8 April and terminated on 25 April 1957. According to the student critiques, the course accomplished its mission as all students felt that a great deal bad been done to bring then up-to-date following their return to headquarters. There were no adverse criticisms in this respect. a. Fourteen students completed the sixth class in Information Reporting, Reports, and Requirements an 26 April. By area the group broke dovn'as follows: NSA - 6 students, WE ? 3, SR - 2, YE - 1, 00 - 1, D - 1; b y designation: Pl - To A # ? 5, PP 1, OTR - i.. The five edninietrative ausistants.were to go to the field, where at small. stations they would be called on to prepare reports in the final. foam. Two FI students, new to the Agency and as yet unassigned except generaelly, were the only ones in the class who may develop into rase officers. As can be seen, the emphasis still is on enrolling in the course prospective reports officers rather than case officeers o It would seem desirable to get a more even balance between the two. Two students are taking training on the tutorial baesis. One is going to the field as a chief of station for RRA; the other will be a field case officer in PP for RR. d. Staybehind Operations Course is in its final week at e. Counterespionage Operations No. 10 will be completed this week. f. Tutorial Instruction in Staybehind e d Evasion and Escape operations was given by on 25 April to a staff officer who is leaving for the Mi e . a? reported for duty on 29 April.
