2. Bogies for NIS 100
The Chairman read a despatch from the Military Attache, The
Hague,, to G-2, in which the Attache indicated that the Ambassador was
writing to invite the State Department's attention to NIS maps depict-
ing Netherlands New Guinea as part of Indonesia, He further pointod out
that Netherlands authorities would resent, if aware of this,, and that
documents are not controlled NOFORN.
The Chairman said he had referred the boundary matter to the
,Geographic Area for eationo It appears that the confusion results
r" from interpreting NIS Area 100 title "Indonesia" to wean "The Republic
of Indonesia". There may be some question whether there should be an
international boundary rather than a provincial boundary between Nether-
lands Now Guinea and the adjacent islands which are part of the "Republic

The Committee decided to defer the matter until report was
received from the Geographic Area.

The Committee further discussed development of a general termi-
nology for segmented areas (refer to NIB Committee Meeting No. l86). The

The Chairman reported that the D/B Staff Study reached similar conclusionso
The Army member said that a study was underway in the Department
of the Army in respect to geographic breakdowns of NIS Areas. It is based
on the premise that geographic areas should,, as far as practicable, coin-
cide with political areas because of the political factors involved in
marry geographic considerations. The Army member said the study could not
be fully coordinated within the Department of the Arn7 for at least a
month.

The Committee agreed that the Arne proposal should be considered
before taking final action on the terminology to be used for segmented
areas, The Committee held that for the interim contributors should use
letter suffixes to designate political subareas so authorized by the
committee.

Copies of DCID Noo 11/2, "Control of Dissemination and use of
Intelligence and Intelligence Information" were distributed to the mem-
bers since they had not been able to obtain them through their ova
agencies, The Army member said he was not yet, prepared to voice his
agency's views on the elimination of "control statements with exceptions"
for NIS purposes, but would do so at the next meeting,
5, Production Forecast
The Committee approved the following forecast of Chapter VII
production for fiscal years 1956, 1957, and 1958 as recommended by the
Scientific Estimates Committee under data of 6 December 1954:

Copies of D/B comments on the tentative NIS Production Forecast
were distributed to the members, The Chairman emphasized that the pur-
pose of these comments was to assist contributors in improving the overall
production situation by wrapping up loose ends and by indicating areas on
which maintenance and initial production might be msra effective. He
requested the members to re.oxamine by the next meeting their tentative
production forecasts in the light of these comments,

6. Miscalls
A. The Navy member distributed copies of a proposed reschedul-
ing of Sections 80 for fiscal years 1955 and 1956, which will be con-
sidered by the Comittee at its next meeting,
B. The Air Force membezitted formal requirements for Sec-
tion 23 (Weather and Climate) on The Chairman said he
wou3A have drafted by the next meeting a m randum settin forth the

C, The Committee approved the proposal of the Directorate of
Intelligence, USAF dated 16 December 1954 to downgrade Section 83, NIS
26 (USSR) from Top Secret to Secret. ONI concurred in this proposal on
23 November 19540
D. The Ax member raised the question of sending NIS produc-
tion schedules to field activities as a general guide for NIS collection.
The Chairman asked the members to consider this matter for discussion at
the next meeting.
