5. The following requests by State for changes in submission dates
shown on the F) 1949 Production Schedule were approved:
NIS No. 86 (Venezuela) - Chapter V from April to July 1949

6. It was announced that the Army Planner (Col. Williams) had
informally expressed the opinion that Chapters IV and VI of NIS No. 65 25X1X7
(Alaska) would not be required. However, it was decided to defer further
action regarding these chapters until after the coming meeting of the
(see 11inutes of NIS Committee Meeting No. 18).
7.. It was pointed out that the proposed policies (NIS Committee
Meeting No. 17) regarding dissemination of NIS to non-IAC Agencies and
private institutions are really not new policies but principles clarifying
the application of policies already established. All Agencies approved
these principles. Members agreed to render statements of approval in
writing.
8, The Committee approved the omission of sections on merchant marine
and navy from JANIS No. 40. Reasons for this omission: material is out-
dated; improved material will appear shortly in NIS No. 26 (USSR).
9. A new procedure regarding the handling of ad hoc requests for BGM
name clearance was explained. Where Agencies have had to begin NIS
production on areas for which no gazetteers have been published, they

submit ad hoc lists of names through G/Ba to BGI'N for clearance. In the
past there have been duplications of requests by the same Agency and even
of the same office of the Agency. Also deadlines for filling requests
have frequently been so short as to render compliance impossible, although
BGN is now prepared to expedite action on these requests. The new procedure
is as follows :
a, -Agencies are to be anticipatory in framing their requests
and get them in to G/Ba in such time as reasonably to permit BGN
to meet deadlines.
b. Agencies are to take the coordinating action necessary
to ensure that duplication of requests is eliminated,
c. Wherever feasible, requests should be submitted on
maps: this method greatly expedites the performance of BGN.
d. In general, requests should be confined to names for
graphic material: text names can be cleared in the process'of
BGN name editing,
10, It was announced that G/Ba will publish in mimeograph form a
series of memoranda embodying ad hoc decisions on interim operating procedures.
These memoranda will be numbered serially. The series will be kept up to
date by revisions and rescissions from time to time. The following are
Agency requirements for these memoranda:

Agencies are to advise G/Ba from time to time as to changes in the number of
copies required.
11. It was announced that all Chapters IX scheduled for production
in FY 1949 will be produced as complete chapters,
12. It was agreed that, because of limitations in printing capabil-
ities and funds and because of the inherent intelligence nature of the
project, the distribution of the Preliminary Gazetteers should be very
largely restricted to the intelligence agencies and their direct collab-
orators.
The Preliminary Gazetteer - USSR will be issued in three parts
and will comprise a total of eight volumes. Part I - USSR (Place Names -
Western USSR) is now being printed. There will be a run of 1,500 complete
gazetteers. The distribution to IAC Agencies will be as follows:

After issuance of the above and small miscellaneous distribution, there will
be a reserve of several hundred gazetteers. This reserve is necessary
because it is by no means certain that requirements as known at this time
are firm and it is highly undesirable, because of limited reproduction
capabilities, to have a second printing of any Preliminary Gazetteer.
13. The question of why the gazetteer should be classified even as
low as RESTRICTED was raised. It was thought that any classification at
all would tend to diminish the usability of the gazetteer; In reply, the
following points were made:
a. The gazetteer has been made an integral part of the
NIS Program and is used very intimately in connection with NIS
production.
b. Until a considerable number of gazetteers will have
been produced, an unauthorized person could deduce from the
order of appearance of gazetteers the general. order (classified
SECRET) of production of NIS and, to a lesser extent, the
priority (classified TOP SECRET) of Joint Staff planning,
c. It is intended, after so many gazetteers will have
been published as to make negligible the possibility of
deductions of the type mentioned above, to remove all classifi-
cation and allow BGN to make general dissemination.
