1, The various memoranda attached pertain to several inter-
related problems of a policy character, The problems might be
briefly stated as follows:
a. Should the Agency seek the removal of fiscal year
limitations on their funds, and manage our funds as
a no-year appropriation? (See memo of
2 April 1953).
b, 17hat procedures should be established in connection
with the placement of inter -govo rximental procurement
orders or requisitions and the obligation of funds in
connection therewith? (See 21 October 1953 Memo to
Deputy Comptroller and Garrison's merno of 21 October
1953),
