SUBJECT Implementation of PASG Recommendations

1. As the referenced memo reminds, the Director expects
a status report on PASG implementation sometime in January
1975. In the meantime, the Management Committee desires con-
tinuing reporting on progress, which I have attempted to pro-
vide through informal contact with the Career Services.- I
would like to systematize. this reporting so that we can be
explicit in relating the progress being made to-ward the
implementation of the new personnel approaches. Agency em-
ployees, the party most vitally affected by this undertaking,
are as interested as the Management Committee to learn of the
action being taken on this subject.
2. I would welcome your cooperation in completing the
following status report, which has been designed to minimize
the extra burden entailed in rendering a report. Most entries
may be answered by checking boxes. In this regard, it is
important that you respond on the basis of the situation pre-
vailing, as of the end of September and not on the basis of
what you intend to accomplish in the coming months.- All
references to Career Service pertain to the Directorate-
level Career Service. Your response is requested by the end
of October, addressed to me.
3. I am certainly aware that some Directorates are still
in the process of inventorying hi. h.ly diverse procedures and
face difficult decisions. It may be that this survey will
assist management in reviewing priorities so that the greatest
possible progress may be made before the January report to the
Director.
