Attached for your retention are the following documents: a. DD/M&S Administrative Instruction No. 73-12, 19 June 1973, "Management and Services Career Board. " b. DD/M&S Administrative Instruction No. 73-15, 28 June 1973, "Organization of the Management and Services Career Board, Establishment of Deputy Director's Panel and Reorganization of Staff Operations Panel for the MG Career Service. " 25X1A 2. Consideration of proposal to grant a Quality Step Increase to Careerists who obtain a college degree. 3. Discussion of Conflicts between Competitive Evaluation System for the employees of the M&S Directorate and the approved changes in on the Fitness Report. 4. At a future meeting a topic for discussion will be the hiring of new professional officers for the Directorate Career Services. For the short term, there is a freeze on the hiring of new employees until we have a final resolution of the FY 1974 position allocation for the M&S Directorate. Obviously, however, we must resume hiring new employees, but such questions as "who, when and for what long-'range purposes" should be examined. Additionally, the critical issue of a potential surplus personnel situation needs to be considered in conjunction with recruitment and hiring plans. 5. Another meeting of the Board is scheduled for Friday, 21 September 1973 at 0900 hours to consider supergrade promotion recommendations.
