1. heference is made to my memoranda dated 19 June
and 30 October 1953 in which I authorized TSS to obligate I f
its research budget for Fiscal Year 1954 (exclusive of the amount
u?dt;eteu for operating costs) in accordance with the procedures and
controls previously established for Project MKULT'RA in my memo-
randum to the LiD/A dated 13 April 1953.
2. This authorization extends not only to =of the original
research budget, but also to 10% of arm increases in the research
budget. This authorization in itself, however, does not constitute
an increase in the TSS research budget.
