1. a. Utilization of unvouchered funds allocated by
Project 00-3-49, as amended by memo from the Director
dated 19 August 1948, for payment of parking meter fees for
personal cars in metered ?ones in.cities and municipalities
when such cars are being used for CIA official business, is
not authorized. This policy will also apply in connection
with Government-owned vehicles.
2. The utilization of Government funds for the purchase of
drivers, licenses to conform with state laws and local regulations
?a not authorized.
