Branch dated 23 September 47, subject: Procurement of
Foreign Publications
1. This memorandum is in reply to Reference (a) above.
2. In acoordanoe with the provisions of Administrative Instruction
No. dated 31 December 1947, the Reference Center Library is the only
Unit 2n A authorized to accept and transmit CIA requests for the purchase
of domestic and foreign books and periodical subscriptions to the Services
Branch, A & M.
3. The Services Branch, A & M, is authorized to place orders for such
publications directly with publishers, book dealers, or commercial periodical
subscription agencies, for those items in which CIA interest is not considered
a matter of security.
5. The Reference Center Library is responsible for the determination
of the necessary security measures to be taken for each request, and will assist
