1. In accordance with Administrative Instruction No.
dated 23 Larch 1948, subject: "Projects", request is hereby made
to the Projects'Tieview Committee for the approval of an expenditure
in the amount of X30,000 for a proof press.
2. The proof press is required for the purposes which are out-
lined in the attached memorandum from of the Yap Branch,
OFF. The iJ`ap Branch requires too smal e, of proof copies of
maps to be economically and efficiently produced on any of the large
electrically operated presses -which are used in the production of
printing maps, and too large a number of proofs of maps to be run
off on a hand operated press. The addition of the proof press was
However, the financing of the operation of this plant is such that each
agency or department requiring its services bears a proportionate share
on the basis that the work produced for that agency bears to the total
of the entire work produced within the plant. Therefore, the purchase
of this proof press, which is not in the possession of the main GPO
Plant, might possibly be borne by other agencies that do not require
the press. The press, therefore, would ultimately be paid for and
undoubtedly CIA would bear at least the majority of the cost, if not
all, if it were ammortized over a period of several months.

Li.. The GPO has installed numerous pieces of additional equip-
ment required in the plant necessary to the production of intelligence
material for CIA and particularly in connection with the JANIS and
NIS programs. However, in each instance, the equipment was on hand
and an expenditure of funds by GPO was therefore not necessary.
5. The Chief, Services Branch was requested to advise the GPO
in writing that CIA would bear the cost for the purchase of this
press and it is my opinion that CIA should agree to reimbursement
for its cost. It is therefore recommended that the Projects Review
Committee approve the expenditure of funds for this purpose in the
approximate amount of 130,000,
