Houston: This project is a 430,000 item for the purchase of
a proof press which will be installed in our premises, to be
run by GPO.
The Press will be installed in their premises in the
basement of South Building and will be under our control. The
running of proof copies on automatically offset presses and
inking of maps and tearing down from anywhere from twenty-five
to fifty copies to be distributed to agencies is requiring lot
of time and is interfering with offset work. The addition of
this press, which is really required for CIA use, will speed
up production and materially assist the INS program. GPO
feels we should approve purchase of the press and should foot
the bill because this is for our convenience -- not otherwise
required by them. Checked with Army Map Service and Geodetic
Coast Survey, and their requirements for facilities are so
great that they could not guarantee production. We have got
to get pretty definite guarantees.
_ Are the funds available.
Saunders: Talked to Map alone has $123,000 for printing
of maps and so far has used only 012, 000. (Quered 25X1A9a
about requisitioning procedure.)
_ GPO would write us to give them a printing and
binding requisition for basis for reimbursement. Details
will have to be worked out.
Aren't we going to retain title of the machine?
Houston: If agreement is properly drawn, it would avoid
question.

Saunders: We have the $30,000, not for this project b ut can
use other funds for it.
